Of course they knew. The government knew about the risks to the levees around New Orleans long before hurricane Katrina.
Far too many leadership decisions are based on profits and probabilities. At this point, we either accept or change this line of reasoning from our leadership. What most people forget is that we have choice. The wildlife of the Gulf and world in which we depend on and coexist with us does not.
